It appears that the problem stems back from an earlier version of Domino. I believe this because I performed a clean install of Domino 6 and went through the steps I outlined and the DenyAccess function performed as expected...the account was not able to access the server. I then blew away the installation and installed an R5.0.8 server and followed the outlined steps and the problem came back...my denied accounts were able to access. I then performed an upgrade to R6 and the problem continued in R6. At this point I am going to put this issue to bed unless someone else wants to talk about it further. I appreciate all of the input.
